Having a quick response to any civilian emergency is vital for a civil defense plan. If a nuclear fallout is expected then the key is to get to as many people as quickly as possible to minimize life loss and protect assets. How Many States Make Up The Community Mechanism?

The 30 states that make up the Community Mechanism for civil protection, a tool to provide enhanced co-operation regarding civil defence issues, are bound by the Council Decision of October 23rd 2001 [a recast of which was adopted on 8th November 2007] to signing an agreement with the Commission. Their number may soon be increased to 31 if the ongoing negotiation with Croatia to sign up to the Mechanism under the framework is successful. Via the Community Mechanism, participants’ pooled resources can be availed of internationally by countries stricken by major disasters and emergencies.

What Are The Participant States Of The Community Mechanism?

Presently 27 States within the EU and three others participate in the Community Mechanism for civil protection. The participant states are: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, France, Finland, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and the United Kingdom within the EU and Iceland, Liechtenstein and Norway. By pooling resources its members may better protect, offering a response to those disasters requiring imminent action.

Third European Civil Protection Forum

In the month of June 2009 there Brussels will play host to the Third European Civil Protection Forum. The forum is set to bring together the best minds from civil protection professionals, politicians and academics as well as companies, international organisations and citizens with a hope of coming up with the best plans and strategies for the development of civil protection in Europe. There will be showcases of new technologies, theories and best practices from selected speakers.
