Why Have Civil Protection Programmes Come About?

Civil protection programmes, or civil defence programmes as they are more popularly known now, originally meant to prepare the civilians of a country against the threats of military attack or invasion and as far back as 1920 such programmes were topics of discussion. Once the possibility of nuclear warfare was imagined, programmes were stepped up but since the end of the Cold War there has been a shift in strategy and thinking toward disaster containment and management rather than a military emphasis. Worldwide, different nations are working on responding to crises affecting civilians.
