Response

Having a quick response to any civilian emergency is vital for a civil defense plan. If a nuclear fallout is expected then the key is to get to as many people as quickly as possible to minimize life loss and protect assets. Training civilians in emergency response has proved to be successful in the past. A civilian with less that 40 hours of military and emergency response training can handle about 95% of all required duties. This helps to take the load off military personnel for the more vital operations and organization of the civilians.
