If a nuclear fallout is expected then the key is to get to as many people as quickly as possible to minimize life loss and protect assets. Training civilians in emergency response has proved to be successful in the past. A civilian with less that 40 hours of military and emergency response training can handle about 95% of all required duties. This helps to take the load off military personnel for the more vital operations and organization of the civilians.<br />

The term civil defense is broad term that takes on many tasks in a combined effort to minimize the civilian and structural losses in a hostile military situation. The programs involved within emergency operations include prevention, mitigation, preparation, response, or emergency evacuation, and recovery. While the theories of civil defense have been around for a long time the most notable efforts began around the 1920s when nuclear attack looked plausible.<br />
